The US New Chemicals Program Paradigm Shift: Understanding the Importance of Supply Chain Information and Impacts to Exposure and Risk Assessment

Bringing new industrial chemicals to market in the US has become extremely challenging after the passage of the 2016 amendments to the Toxic Substances Control Act (TSCA). Under TSCA, the USEPA must evaluate the entire lifecycle of a chemical and protect against potential risks to workers, the general population, sensitive subpopulations, consumers, and the ecological environment. The absence of information relating to exposure impacts for these populations along the supply chain can substantially influence the review timeline and regulatory outcome. Providing detailed information on the supply chain is critical to reducing delays and can be used to identify risk concerns in advance of the submission and strengthen internal hazard communication. The session will analyze changes under TSCA impacting new chemical introductions and illustrate supply chain vocabulary and critical elements to highlight when developing information for new chemical submissions through an interactive case study. The case study will then be used to demonstrate the USEPA exposure and release models ChemSTEER and E-FAST used for screening-level risk assessment under TSCA.

W2: Establishing an Effective Global Product Stewardship Surveillance and Advocacy System

One of the core responsibilities of a product steward is to ensure marketability and compliance, but the number and complexity of global chemical management regulations continue to increase at an accelerated pace. Establishing strategies to track, interpret, advocate, and prepare for emerging and changing regulations is extremely challenging. This workshop examines various options for each of these steps and engages in a discussion of their pros and cons. The goal of this workshop is for participants to develop a strategy for ensuring marketability and compliance, but to also be an engaged partner in the development of effective, science-based, fit-for-purpose, chemical management regulations. This half-day workshop is specifically designed for mid-career professionals looking to enhance their core competencies and who are able to participate in the discussions. But it is also appropriate for new and early career product stewards looking for new responsibilities. It is also appropriate for industrial hygienists and other EHS professionals wanting to better understand regulatory surveillance and advocacy; as well as aligned professionals in legal, public affairs, and the businesses who are involved in advocacy activities
